- Children who are 7 years old on July 1 are prioritized. Children who are at least 6 years old on July 1 may apply. Children at least 5 years 6 months old can be admitted under special conditions and with a written recommendation from a psychologist (Permendikdasmen 3/2025, Article 11).
- For the 2027/2028 school year, the reference date is July 1, 2027. Children born on or before July 1, 2020, will be 7. Children born on or before July 1, 2021, will be 6. Children born on or before January 1, 2022, will be 5 years 6 months.
- There is no calistung (reading, writing, and arithmetic) test. Age is proven with a birth certificate or a birth letter, and the rules for madrasah ibtidaiyah (MI, Islamic primary schools) are different.
Children may apply for Grade 1 of SD (sekolah dasar, or elementary school) if they will be 6 years old on July 1 of the entry year. Children who are 7 are prioritized. This rule comes from Permendikdasmen 3/2025 on the New Student Admission System (SPMB, Sistem Penerimaan Murid Baru). As of October 26, 2026, it has not been amended. This article explains the rule, calculates sample ages for 2027 admissions, and covers exceptions, documents, and the differences in madrasah rules.
What Is the Age Requirement for Elementary School?
According to Permendikdasmen 3/2025 on the New Student Admission System, Article 11, the age requirement for Grade 1 of SD is 7 years old on July 1 of the current year. Children who are at least 6 years old on that date may still apply, and children aged 7 or older are prioritized. The minimum age of 6 can be lowered to 5 years 6 months under special conditions.
| Age on July 1 | Status | Basis |
|---|---|---|
| 7 years or older | Eligible and prioritized | Article 11, paragraphs 1 and 4 |
| 6 years to under 7 years | May apply | Article 11, paragraph 2 |
| 5 years 6 months to under 6 years | Only through an exception, with a written recommendation | Article 11, paragraphs 3, 6, and 7 |
| Under 5 years 6 months | Not eligible for Grade 1 of SD | Article 11 |
Article 11 does not set a maximum age for Grade 1 of SD. This differs from junior high school (SMP), which has a maximum age of 15, and senior high school (SMA/SMK), which has a maximum age of 21. Article 4 lists SD as a school unit that runs SPMB, without distinguishing between public and private schools. If a private SD you are considering applies a different age rule, ask what legal basis it uses.
Age Calculation Examples for July 1, 2027
For the 2027/2028 school year, age is calculated as of July 1, 2027. The simplest method is to check the birth date. Children born on or before July 1, 2020, will be 7. Children born on or before July 1, 2021, will be 6. Children born on or before January 1, 2022, will be 5 years 6 months.
| Date of birth | Age on July 1, 2027 | Status for SD |
|---|---|---|
| March 15, 2020 | 7 years, 3 months, 16 days | Eligible, prioritized |
| July 1, 2020 | Exactly 7 years | Eligible, prioritized |
| July 2, 2020 | 6 years, 11 months, 29 days | May apply, not yet in the 7-year group |
| October 10, 2020 | 6 years, 8 months, 21 days | May apply |
| July 1, 2021 | Exactly 6 years | May apply (minimum age) |
| July 2, 2021 | 5 years, 11 months, 29 days | Only through an exception |
| December 15, 2021 | 5 years, 6 months, 16 days | Only through an exception |
| January 1, 2022 | Exactly 5 years, 6 months | Only through an exception (youngest permitted) |
| January 2, 2022 | 5 years, 5 months, 29 days | Not eligible this year |
| March 20, 2022 | 5 years, 3 months, 11 days | Not eligible; on July 1, 2028, will be 6 years, 3 months, 11 days |
We calculated this table using two different methods, and the results matched. Note the examples for July 1 and July 2, 2020. A one-day difference determines whether a child falls into the 7-year group. If the regional admission system's calculation differs from yours, check with the school committee directly.
The 5 Years 6 Months Exception: Requirements and Proof
Children who are 5 years 6 months to under 6 years old on July 1 can enter Grade 1 of SD if they have exceptional intelligence and/or talents and are psychologically ready. This must be proven with a written recommendation from a professional psychologist (Article 11, paragraphs 3 and 6).
- Both conditions apply. The rule refers to exceptional intelligence and/or talents and psychological readiness. Reading ability alone is not enough.
- If no psychologist is available, the recommendation can come from the teaching staff at the school concerned (Article 11, paragraph 7).
- The letter format is not specified in the ministerial regulation. Ask the target school or the local education office what they require.
At public SD schools where applicants through the zoning track exceed the quota, admission is ranked by age first and then by the distance from home to school (Article 43, paragraph 1). This means the youngest children are the most likely to be passed over, even if they meet the requirements. Also consider your child's overall readiness, not just the chance of admission.
Children Aged 6: May Apply, but Mind the Priority Order
Children who are 6 years old on July 1 may apply to SD without a recommendation letter. However, children aged 7 and older are prioritized. At public SD schools where zoning applicants exceed the quota, age determines the order of admission first, followed by the distance from home to school.
If your child is only just 6, prepare a backup option, such as another SD in your zone or a private SD. Besides the zoning track, public SD schools offer an affirmative track for low-income families and children with disabilities, as well as a transfer track for children whose parents have been reassigned for work and children of teachers. The achievement track does not apply to SD (Article 7).
Age is only one factor. Independence, the ability to follow rules, and emotional readiness also affect how comfortable a child feels in Grade 1. Other criteria are covered in how to choose an elementary school for your child.
Age Rules at Madrasah Ibtidaiyah (MI) Are Different
Madrasah ibtidaiyah follow the technical guidelines (juknis) of the Ministry of Religious Affairs (Kemenag), not Permendikdasmen 3/2025. For the 2026/2027 school year, the reference is Decision of the Director General of Islamic Education Number 10041 of 2025 on technical guidelines for new madrasah student admissions. The main difference lies in the rule for children under 6 years old.
| Aspect | SD | MI (2026/2027 guidelines) |
|---|---|---|
| Age 7 | Prioritized | Must be admitted, subject to capacity |
| Age 6 on July 1 | May apply | May be admitted, subject to capacity |
| Under 6 years | Minimum 5 years 6 months; exceptional intelligence/talents and psychological readiness | No written lower age limit; exceptional intelligence/talents or learning readiness |
| Who gives the recommendation | Professional psychologist; if unavailable, teaching staff | Professional psychologist; if unavailable, madrasah or school teachers |
| Entrance tests | No calistung or other tests allowed | No academic or calistung tests allowed; if applicants exceed capacity, the madrasah may assess learning readiness |
As of October 26, 2026, we have not found the technical guidelines for madrasah admissions for the 2027/2028 school year. Check with the target madrasah or the district or city Kemenag office closer to the registration period. For other differences between SD and MI, see differences between public SD, private SD, SDIT, MI, and SPK.
Documents to Prove Age
A prospective SD student's age is proven with a birth certificate. If no birth certificate is available, use a birth letter from an authorized official, legalized by the village head (lurah), the village chief (kepala desa), or another local official according to the family's residence (Permendikdasmen 3/2025, Article 14, paragraph 1). A kindergarten (TK) diploma is not required for SD admission.
Prepare the following documents as needed:
- A birth certificate, or a legalized birth letter.
- A Family Card (Kartu Keluarga) issued at least one year before the registration date, if applying through the zoning track (Article 17).
- A written recommendation from a psychologist or teaching staff, if using the 5 years 6 months exception.
- Documents for the affirmative or transfer track, as specified in the regional technical guidelines.
Article 15 exempts applicants from age requirements in the following cases: applicants with disabilities, applicants to schools that provide special or specialized services education, and schools in disadvantaged, frontier, and outermost regions.
No Calistung Test for SD Admission
Prospective Grade 1 students are not required to take a calistung test (reading, writing, arithmetic) or any other form of test (Permendikdasmen 3/2025, Article 11, paragraph 5). Calistung skills can help a child adjust, but they must not decide whether a child is admitted. The same applies at MI under the Kemenag guidelines.
If an SD holds an observation or test during registration, ask what the purpose is and whether the results affect admission.
What Could Still Change for SPMB 2027/2028
The age rules in Permendikdasmen 3/2025 remain in effect until they are amended. As of October 26, 2026, the JDIH BPK legal database has not recorded any amendment or revocation. Technical details such as schedules, registration systems, and additional documents are set by local governments in technical guidelines issued close to registration.
- Local governments must issue technical guidelines at least two months before the registration announcement (Article 33).
- The registration announcement must be made no later than the first week of May. It must include the requirements, schedule, tracks, capacity, and a statement that registration is free of charge (Article 38).
- Monitor the education office website for your district or city starting early 2027.
Frequently Asked Questions
